Just in case anyone needs it, the downloaded file is cached at /var/lib
/update-manager/meta-release-lts, I had and issue that my firewall
blocked the site and the error page was stored here.

Bug description:
  So, today is July 21st and this page
  (http://www.ubuntu.com/download/server). gives me an option to
  download 16.04.1 LTS. However, attempting to upgrade gets me this
  message -

  $ sudo do-release-upgrade
  Checking for a new Ubuntu release
  No new release found

  I asked this question here - http://askubuntu.com/questions/801488

  The best answer I got is that the update log is not updated -
  http://changelogs.ubuntu.com/meta-release-lts

  The last entry here is -
