I can confirm this issue on 16.04, networking is up because a sshfs
mount is working before the nfs mount starts. Mounting the nfs share
during boot is attempted but times out. I can manually mount the share
once the system is up.
This did work in 14.04 (no systemd) from which I upgraded.

Pretty much what the title says
NFS mounts in fstab are not mounted at startup. After logging in, I
have to manually give a sudo mount -a to properly mount them.
