Hello Brian, or anyone else affected,
Accepted ubuntu-release-upgrader into xenial-proposed. The package will
build now and be available at https://launchpad.net/ubuntu/+source
/ubuntu-release-upgrader/1:16.04.16 in a few hours, and then in the
-proposed repository.
Please help us by testing this new package. See
https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to
enable and use -proposed. Your feedback will aid us getting this update
out to other Ubuntu users.
If this package fixes the bug for you, please add a comment to this bug,
mentioning the version of the package you tested, and change the tag
from verification-needed to verification-done. If it does not fix the
bug for you, please add a comment stating that, and change the tag to
verification-failed. In either case, details of your testing will help
us make a better decision.

Bug description:
The file DistUpgrade.cfg.trusty, which is included in the dist-upgrade
tarball, has Demotions set to demotions.cfg instead of
demotions.cfg.trusty. The demotions.cfg file contains demotions from
W -> X and demotions.cfg.trusty contains demotions from T -> X.
Subsequently, some packages that were demoted between Trusty and Wily
are not being considered as demotions for release upgrades to X and
will be left installed on systems.
Test Case
---------
1) Install consolekit on a Trusty system
2) Run 'sudo do-release-upgrade --frontend DistUpgradeViewText'
3) Press 'd' for details when prompted
4) Observe consolekit does not appear in the list of "No longer supported" packages
To test the upgrade using the dist-upgrade tarball from proposed
change step 2 to "sudo do-release-upgrade -p --frontend
DistUpgradeViewText".
