[Bug 1611782] Re: utopic.tar.gz missing

If you run 'do-release-upgrade' it will try to upgrade to Wily (we skip
End of Life releases and wily isn't yet EoL in the meta-release file and
LP), if you use the -d switch it won't skip releases and will try and
upgrade to utopic. For upgrade testing we aren't interested in upgrades
from T to U anymore, and probably not T to W either.

All that being said, we shouldn't have a link that 404s in the meta-
release files and I'll sort that out.

Status in update-manager package in Ubuntu:

Bug description:
I recently enabled lts->non lts upgrades for upgrade tests. The trusty tests are all now attempting to upgrade to utopic and failing with something like this:

Fetching the upgrade failed. There may be a network problem.
  WARNING:root:file 'utopic.tar.gz.gpg' missing
Is it correct to assume this will be resolved when 16.04.1 is release?
