FWIW, this is a no-brainer from release team's perspective, and there is
no choice anyway as presumably the current tools wouldn't work with 4.8.
Just make sure it actually works, of course :-)

Bug description:
  [FFe] v4.8 compatbile s390-tools

  If and when v4.8 linux kernel lands in yakkety, an update to to
  s390-tools will be required to enable v4.8 features that require
  updated userspace tooling.

  This is a FFe to land new upstream release of s390-tools, for the v4.8
  kernel, when such release happens.
