I get the same thing. "Failed to download repository information. Check
your internet connection." Every single time. If you click "Settings"
then "Close" (with the new window) the software updater will magically
update and either offer new updates to download or say "The software on
this computer is up to date."

Bug description:
  After clean install Ubuntu 16.04 update manager have error "Failed to
  download repository information" and crash. Afrer that I can see and
  install update.
