  Fix Released

Bug description:
  [FFe] v4.8 compatbile s390-tools

  If and when v4.8 linux kernel lands in yakkety, an update to to
  s390-tools will be required to enable v4.8 features that require
  updated userspace tooling.

  This is a FFe to land new upstream release of s390-tools, for the v4.8
  kernel, when such release happens.
