You incorrectly modified your /etc/default/grub file:

GRUB_CMDLINE_LINUX_DEFAULT=”quiet splash” acpi=force apm=power_off

You should have added the new options inside the quotes.  In addition,
you changed the quotes from standard quotes to fancy ones.  You must use
the standard ones.
