This was fixed upstream within a day of it getting reported. The fix
should have made it into Ubuntu by now.
** Changed in: rsync (Ubuntu)

Title:
rsync does not copy files from read-only directory
Status in rsync:
Fix Released
Status in rsync package in Ubuntu:
Fix Released
Bug description:
If a source directory is read-only, rsync does not copy any content
from that directory.
This affects only 11.10 Oneiric. It works fine in Maverick, and
presumably in Natty since they both use the same (or close) versions.
This was fixed upstream back in May. Please release an updated rsync
for Oneiric, as this is a pretty bad regression.
