[Bug 1617051] [NEW] NM: explicitly disable DHCP if not enabled

When not explicitly enabling DHCP, netplan generates no [ipv4] section
and thus NM attempts DHCP on those interfaces. This leads to long
timeouts with nm-online, also in tests/integration.py.
