I've used launchpad to change things. It is now assigned to "Ubuntu" and
"emacs-default" (I entered emacs but launchpad decided that emacs-default
was the better option)

  emacs row of icons does not appear

Status in emacs-defaults package in Ubuntu:
  Incomplete

Bug description:
  
  An emacs window, by default has two lines of text at the top:-
  The Window Manager title line
  The line of options “File Edit Options Buffers Tools Help”
  A line of icons for “Edit a new file”, “Read an existing file into an emacs buffer” etc.

  On this release, emacs (24.5.1) “line of icons” is missing and is just
  blank (white patch of screen).
