[Bug 1646872] [NEW] Unable to connect to two of the Singapore mirrors

Public bug reported:
Two of the Singapore mirrors are not up, causing apt-get to halt for at
least a minute before timing out.
Here are the IP-addresses for the Singapore mirrors:
$ host sg.archive.ubuntu.com
sg.archive.ubuntu.com has address 91.189.88.149
sg.archive.ubuntu.com has address 91.189.88.162
sg.archive.ubuntu.com has address 91.189.88.152
sg.archive.ubuntu.com has address 91.189.88.161
sg.archive.ubuntu.com has IPv6 address 2001:67c:1560:8001::11
sg.archive.ubuntu.com has IPv6 address 2001:67c:1360:8001::17
sg.archive.ubuntu.com has IPv6 address 2001:67c:1560:8001::14
sg.archive.ubuntu.com has IPv6 address 2001:67c:1360:8001::21
Out of these, the following two addresses are unavailable and when
attempting to connect to them, apt-get will hang:
2001:67c:1560:8001::14
2001:67c:1560:8001::17
All of the IPv4 addresses as well as the remaining IPv6 addresses works
fine.
If these servers are never coming back online, I'd suggest removing
those two IP addresses from the DNS entry for the host
sg.archive.ubuntu.com
