Verified gdb 7.12-0ubuntu3 from 17.04 and confirmed that it already includes additional patches
isa3.0-power9-01.diff (commit 6ec2b213de6962ceeb81bfa33354ea6e60c57049) and isa3.0-power9-02.diff (commit de6784544abc97d5e396cb1e83eda1ae09f63d40) related to this feature.

  This feature aims to add support for GDB to record Power ISA 3.0
