Thanks for taking your time to report this issue and help making Ubuntu
better.

Not sure why apport doesn't seem to see the package is installed. Could
you attach the output of `apt policy steam`? Also, did you install steam
from the offical archives or from a PPA or something? (Not sure how that
might affect things when you seem to have a steam package, but just to
check)
