[Bug 1650368] [NEW] package apt-transport-https 1.2.15ubuntu0.2 failed to install/upgrade: package apt-transport-https is already installed and configured

Public bug reported:

Ubuntu Software window => Updates tab => OS Updates

The "OS Updates" listing never went away after selecting the Install
button - the updates seem to have not taken place. I get the error
messages when booting up  Ubuntu after the "OS Updates" attempt.
