  libapt progress reporting on remove/purge needs improvment

Status in apt package in Ubuntu:
  Fix Released

Bug description:
  The current progress reporting on purge/remove write the status after
  the action had happend. This results in bad looking guis.

  Attached is a log from purging language-pack-bn-base as a example for
  such a action. Note that no feedback is send to the parent application
  over the status-fd until "generating locales..." has finished (and
  that can take a long time).
