Note: debootstrap script exits with status code of 0, however when run
inside D-I environment this results in failure when installing the base
system.

  New

Bug description:
  Running 'sudo debootstrap xenial /tmp/test
  http://archive.ubuntu.com/ubuntu' fails for me, with this warning:

  W: Failure while configuring required packages.
  W: See /tmp/test/debootstrap/debootstrap.log for details (possibly the package ifupdown is at fault)

  and later looking at debootstrap.log reveals the problem: ifupdown is
  configured before initscripts, thus mountkernfs & urandom are not
  available yet:

  Setting up ifupdown (0.8.10ubuntu1) ...
  Creating /etc/network/interfaces.
  insserv: Service mountkernfs has to be enabled to start service networking
  insserv: Service urandom has to be enabled to start service networking
  insserv: exiting now!
  update-rc.d: error: insserv rejected the script header
  dpkg: error processing package ifupdown (--configure):
   subprocess installed post-installation script returned error exit status 1
