  LTSP thin client login problem

Status in ltsp package in Ubuntu:
  Expired

Bug description:
  i have up-to-date ubuntu server 13.10 with kubuntu-desktop metapackage
  installed.

  newly created user can not login from thin LTSP client.

  if we put '.kde/share/config/kwinrc' in the user's home directory
  then this user successfully logins.

  WORKAROUND

  add a file '.kde/share/config/kwinrc' in /etc/skel
