Bug description:
  Ubuntu 12.04

  NBD_SWAP=True

  is not working even if  instructions are followed found here:

  https://help.ubuntu.com/community/UbuntuLTSP/EnableNBDSWAP

  If a proper .conf file is added under /etc/nbd-server/conf.d according
  to this post:

  http://www.mail-archive.com/ltsp-
  discuss at lists.sourceforge.net/msg40691.html

  the swap file will be created.
