[Bug 1542594] [NEW] ACPID does not come enabled by default after installing it

Public bug reported:

Guys,

 I just installed the "acpid" package, version "2.0.23-1ubuntu2" on
Ubuntu Xenial but, it does not come enabled/started by default!

 I did:

 sudo apt install acpid

 It wasn't working!

 I had to run:

 systemctl enable acpid
 systemctl start acpid

 What's wrong? I mean, why do I need to run two more commands to make it
work?
