Mystery solved. Our previous trusty adt images lost cloud-init. The
reason for this (overzealous purging) already got fixed in autopkgtest a
long time ago, but I didn't rebuild the trusty images after that. Now
that we have newer official trusty cloud images, this fixed itself.

Bug description:
  For some reason trusty/ppc64el scalingstack instances don't have proxy
  env vars set in /etc/environments. This causes LXC to fail:

  /autopkgtest-trusty/trusty/ppc64el/l/lxc/20160128_102604@/log.gz

  This does not happen on other trusty arches or on other releases for
  ppc64el.
