[Bug 1545517] [NEW] xenial popularity-client regards successful popcon.ubuntu.com submissions as failures

Public bug reported:

popcon.ubuntu.com still responds using the old popcon-submit.cgi
response "Thanks!", but xenial's popcon-upload expects to see "DEBIAN
POPCON HTTP-POST OK" and so will consider all submissions to be
failures, which as well as logging spurious errors, can make debugging
problems a little confusing.
