Note that this sync can probably not happen until we demote fop to
universe:

Packages in main that may depend or build-depend on fop:
 xmlto indicating: Recommends: dblatex | fop, libpaper-utils, zip

I think in this case, we could drop the Recommends to Suggests or
altogether remove it as dblatex is in main.

The building of fop itself may depend on packages in
universe:

 libfontbox-java (universe)
 libmockito-java (universe)
 libxmlgraphics-commons-java (old version, needs to be >= 2.1.0)

The first two would resolve with the demotion and the latter may need to
be merged as well, which might lead to component-mistaches with batik.

  Explanation of the Ubuntu delta and why it can be dropped:
    * Merge from Debian unstable. Remaining changes:
      - Transition libservlet2.5-java -> libservlet3.0-java.

  Debian has performed this transition in 1:2.0+dfsg-1 (Debian Bug
  #709178) and we can drop the delta.
