Public bug reported:

Recursion detection introduced a false-positive regression, causing race conditions in some cases:
https://bugs.launchpad.net/ubuntu/+source/wpa/+bug/1545302
https://bugs.launchpad.net/fuel/+bug/1546947

Fix exists:
https://bugs.launchpad.net/ubuntu/+source/wpa/+bug/1545302/comments/12

But I believe there should be a separate bug for ifupdown itself just
for the sake of preserving history.

** Affects: ifupdown (Ubuntu)
     Importance: Undecided
         Status: New
