  Wrong download progress is shown

Status in apt package in Ubuntu:
  New

Bug description:
  I'm using Ubuntu 16.04 dev with apt 1.2.3 and as the output of this
  report ( https://bugs.launchpad.net/ubuntu/+source/apt/+bug/1547983 )
  shows the number for the total download progress differs from the
  download progress of the current package in both commands ("apt-get
  install" and "apt-get download") while only 1 package is being
  downloaded and the download progress should be equal for both numbers.
