This appears to be a networking issue:

  Unable to update any software 14.10

Status in ubuntu-release-upgrader package in Ubuntu:
  Incomplete

Bug description:
  Software reports updates needed every boot up but unable to complete
  them. Tried forcing manual update with sudo command and update failed.
  This is about the limit of my linux abilities. Sorry I can offer
  nothing else.
