I'm convinced that C hooks are not supposed to run if pbuilder-
satisfydepends fails, but I agree that a hook should be available.

I'll consider it.

Bug description:
  `C` hooks are not executed on failure to satisfy build depends. As the
  output from aptitude is anything but helpful, debugging issues with
  build depends is like pulling teeth without the ability to drop to a
  shell in the chroot.
