Title:
  linux-headers missing in s390x containers

Status in autopkgtest package in Ubuntu:
  Fix Committed

Bug description:
Some DKMS package tests in LXC only work when being run against
linux-meta*, as in that case that installs the corresponding kernel
headers. They fail with other triggers as there is no default kernel
  headers installed in containers.

Either install a default kernel into containers, or ignore linux-meta*
  triggers for determining "ever passed".
