Testing this in a stable release without a fix there is no problem and
the packages in the partner archive are visible. So unless there is
some compelling evidence of something being broken, this doesn't seem
worth an SRU.

0) Ensure partner is enabled (via /etc/apt/sources.list or software-properties)
1) Launch Software Center
2) Filter All Software to "Canonical Partner"
3) Observe no packages
To verify the fix you'll need to install the app-install-data-partner
package from proposed, run apt-get update, and then /usr/sbin/update-
apt-xapian-index. After that you'll see packages in step 3.
Package contains channel apt source for 13.04 Raring for all releases since then.
/usr/share/app-install/channels/raring-partner.list:
# channel for the raring (13.04) partner channel

#:description:This channel contains the partner software for raring
deb http://archive.canonical.com/ubuntu raring partner
E.g. on 15.10:
