As per

the power9 cpu option is added in the gcc-5 (5.3.1-6ubuntu1) package.

Could you please upgrade to 5.3.1-6ubuntu1 first, and verify that that's
the version installed on disk, before validating this feature?

$ dpkg-query -W gcc-5
gcc-5	5.3.1-6ubuntu1

  Fix Released

Bug description:
  This is a feature request to track the inclusion of POWER9 enabled in
  Ubuntu.

  This is required as a building block for POWER9 development in Ubuntu
  16.04. The final goal is to have Ubuntu 17.04 as the primary distro to
  (partially?) support POWER9 machines.

  Mirroring for Canonical awareness. A backport will be required.
