Rebuilt is not  needed is the previous libxapian-1.3-4 is firstly purged
with 'sudo dpkg -P' (like lp:1536206 explanation)

  Getting the new python3-xapian1.3 from xenial archive, but get failure
  installation and apt-xapian-index not upgraded
