The fix for this has been merged, and will be included in the 20160127.1
build of xenial cloud images.

smoser pointed out that there shouldn't be any timeout configured, which
I am now looking at fixing; that's unlikely to happen before I EOD so
will be tomorrow. :)

  Fix Released

Bug description:
  current cloud images for ppc64el leave you at a grub prompt.  I've
  found this for xenial/20160126.1.

  Booting image just produces grub menu like this:

                          GNU GRUB  version 2.02~beta2-35

     Minimal BASH-like line editing is supported. For the first word, TAB
     lists possible command completions. Anywhere else TAB lists possible
     device or file completions.
