Tested this and /tmp/ubuntu-release-upgrader-$TEMP/ has
DistUpgrade.cfg.trusty which contains the following:

[Sources]
From=trusty
To=wily
ValidOrigin=Ubuntu
ValidMirrors = mirrors.cfg
Components=main,restricted,universe,multiverse
Pockets=security,updates,proposed,backports
;AllowThirdParty=False

So its verified.

Bug description:
  Test Case
  ---------
  1) Modify /etc/update-manager/meta-release URI line to be http://www.murraytwins.com/tmp/meta-release (This is only necessary because Vivid is still a supported release.)
  2) Ensure /etc/update-manager/release-upgrades has Prompt=normal
  3) Run do-release-upgrade

  Observe an error dialog indicating that release upgrades aren't
  supported with this tool. Using 'do-release-upgrade -p' you should
  receive no such error message.

  
  DistUpgrade.cfg and demoted.cfg need creating / modifying to support dist upgrades from Trusty to Wily.
