This has been fixed in Debian:
Source-Version: 1.2.50-2
We believe that the bug you reported is fixed in the latest version of
libpng, which is due to be installed in the Debian FTP archive.
This has been fixed in ubuntu:
libpng (1.2.50-1ubuntu3) utopic; urgency=medium
  * Make the -dev package Multi-Arch: same. Closes: #689092.
  * Don't hard-code the libdir in libpng-config, and error out when
    using the libpng-config --libdir option.
