I have compared this with Debian jessie installer (and wheezy, and
earlier)  and it has never been a problem what I can remember, only on
ubuntu.

  Cannot login 16.04 server keymap wrong

Bug description:
  I just download 16.04 server, the 2016-01-11 build and installed it on
  Virtual Box 5.0.14.

  The problem I got was with the keyboard mapping.

  The preferred language was set to English, but I did set the keyboard
  map as Swedish (from list) during installation, but it will start with
  American English.

  During installation and in the user password setting dialogue,
  characters are mapped correctly what I can see (enabled with 'show password').

  But at login keyboard is still American English.

  The character I have in the password is '*', which gives '\' when use
  the Swedish key marked '*'.
