If this is meant to be a bug in gufw, reassigning there.  But it also
seems to have very little useful information to go on, and your paste
shows you having issues running debian/rules in a random source package?

  I did upgrade from 16.02, I worked on bugs many days and nights on
  Xenial, nhem the partial upgrade finish...  first thing is gufw, I
  install it and after the password gufw do not open.
