Bug description:
  Inside an lxd container with default profile you get this error with
  wget:

  root at first:~# wget http://nsrc.org/
  Error parsing proxy URL http://[fe80::1%eth0]:13128: Invalid IPv6 numeric address.

  root at first:~# echo $http_proxy
  http://[fe80::1%eth0]:13128

  The underlying issue is that wget does not support IPv6 literals of
  the form [address%interface] as used by lxd(*). You can demonstrate
  this without lxd:

  $ wget http://[fe80::1%eth0]/
  http://[fe80::1%eth0]/: Invalid IPv6 numeric address.

  $ http_proxy=http://[fe80::1%eth0]:13128 wget http://nsrc.org/
  Error parsing proxy URL http://[fe80::1%eth0]:13128: Invalid IPv6 numeric address.
