That doesn't seem to be related to grub.

Title:
Ubuntu 16.04 LTS stalls during boot
Status in Ubuntu:
New
Bug description:
Hardware: Mac Pro 5,1 (mid-2013)
Platform: Ubuntu 16.04 LTS Server
Details of Issue:
Though Ubuntu 16.04 LTS Server successfully installs, upon boot it
stalls on trying to utilize the radeon driver. Specifically the boot
process stalls with the following message displayed:
fb: switching to radeondrmfb from EFI VGA
This is ignored when one boots ubuntu into recovery mode then selects
resume from the menu as it skips some normal checks before continuing
the boot process. Additionally, if one modified the grub boot options
and sets to boot the kernel with "nomodeset" and then blacklist the
driver, the entire issue is avoided and the machine boots as normal.
