[Bug 1604705] [NEW] Don't scare users who want to use propose

Public bug reported:

The GUI is intended for use by normal user and enabling proposed can
make the system unstable. Despite this, some users want to use early
release of packages and the current message discourage them of doing so.

It should be reworded to explain clearly that this channel contains
early release of packages and not discourage them of using it.
