[Bug 1608190] [NEW] Make it easier to automate "apt update" setup command

Public bug reported:

If you use autopkgtest in a development release, you have to remember to
either manually run 'apt update' first or pass --setup-commands="apt
update" to autopkgtest, as documented in the manpage.

I would be happier if I could set this to happen automatically, perhaps
through an environment variable or config file.

Or instead, how about just enabling the "apt update" setup command by
default?
