Bug description:
  Since glibc was upgraded to 2.23, fp-compiler fails to install on
  powerpc with the following error:

  Setting up fp-compiler-3.0.0 (3.0.0+dfsg-2) ...
  An unhandled exception occurred at $0FE502D0:
  EAccessViolation: 
    $0FE502D0
    $0FE5E684
    $0FE152A8
    $0FE1537C

  The access violation occurs when running 'fpcmkcfg-3.0.0' during fp-compiler's postinst.
  Since fpc build-depends on fp-compiler, it is currently not possible to build a new version of fpc.

  I was able to install 2.6.4+dfsg-8 from wily, and then tried building
  fpc 3.0.0+dfsg-4, but the build failed:

  After downgrading libc6*, gcc* and locales, I was able to install fp-
  compiler 3.0.0+dfsg-2.
