I have figured out that this issue happens on every package if --force-
all is used. This can make it really tricky to repair a system if it
gets damaged.

Bug description:
  I'm using Ubuntu 16.10 dev with dpkg 1.18.7ubuntu1 and on trying to
  install upstart with dpkg it crashes. In the attachments is the
  terminal output of the crash.
