[Bug 1590399] [NEW] Support --setup-commands script with qemu

"autopkgtest --setup-commands setup-commands/setup-testbed -- qemu"
currently fails, as this gets piped into the auxverb (which fails on
newlines).

It would be better to copy the script into a file and execute that.
