[Bug 1595080] [NEW] /etc/shadow has wrong ownership

I think this is identical to bug 50587 but the latter is rather old, dating from 2006.
On the latest ubuntu 16.04 LTS the ownership of /etc/shadow is still not fixed.
To my understanding it should be 
-r--r----- 1 root shadow  to conform to legacy programs as well
and not
-rw------- 1 root root   as it is on a new install.
