The information in the bug is clear. However, it is unlikely that this
bug will be resolved for 16.04.  This is a function of the ISO detection
that has been in place in Ubuntu since its inception; the nature of the
image build process means there is no 100% reliable way to determine
which CD is the "right" one, so the heuristics used can fail in the
manner you describe if more than one Ubuntu CD is present on the system
at install time.

I think the obvious workaround, which seems to have sufficed for
everyone up to now, is to not leave multiple CDs in the system when
installing. So I do not agree with the proposed "critical" severity.

  note: we used virtual dvd function from vios to attach two different versions of Ubuntu to our lpar.
  I think this issue will even occur with two or more physical dvd with different ubuntu version <-- but we have not verified this
