This was fixed in xenial, udev's prerm now understands the "deconfigure"
action. Unfortunately we can't retroactively fix the broken one in wily.

  I'm testing Ubuntu 16.04 upgraded from Ubuntu 15.10 instalation.
  I received a kernel panic on boot using kernel 4.4.0.11-generic and  4.4.0.12-generic.
  Now I using 4.2.0-30-generic as workaround.
