[Bug 1557415] [NEW] system z - choosing "manual package selection" causes errors

Public bug reported:
Installing system z systems I realized that this always runs into an error.
I wanted to use it to add the vlan package.
After the failure it is falling back to just the other package selections the user has made before.
That really should be retried/debugged and fixed.
Also at the same time - most of that list makes no sense at all for s390.
Could we remove some?
