[Bug 1557937] [NEW] d-i option "Manual package selection" does nothing on Xenial

Public bug reported:

If I select "Manual package selection" along any other like "standard
system utilities" it just does nothing.

I I select "Manual package selection" as only option it still goes on
installing what appears to be the "minimum" selection.

I did not find a combination yet that really provides me a manual
selection via aptitude as it did in e.g. trusty.
