[Bug 237591] [NEW] Cowdancer fails to create ubuntu chroot on default installation

Cowdancer requires that cowdancer be installable in it's created
chroots. Because this is in universe, the default settings dont allow
this to be installed by default .... the config would either need to be
changed to pull in universe, or cowdancer would need to be in main.
