[Bug 1559507] [NEW] Keyboard selection is missed

Public bug reported:

Alternate image lubuntu 16.04 dated 18th March

Following the standard test case

1) Select English
2) Install Lubuntu
3) Select Language = English
4) Select Location = United Kingdom
5) Configure Keyboard = No

This should then give the manual selection of keyboard layout, instead
it goes straight to installing.
